According to Article 21 of the Federal Constitutional Law of 31 December 1996 N 1-FKZ "On the judicial system of the Russian Federation":
1. The district court, within the limits of its competence, considers cases as a court of first and second instance and exercises other powers provided for by federal constitutional law.
2. The District Court is the immediately higher judicial instance in relation to justices of the peace acting in the territory of the respective judicial district.

The District Court is the basic unit of the judicial system, considering the majority of cases at first instance. In the order of Art. 24 Code of Civil Procedure of the Russian Federation, Art. 31 of the Code of Criminal Procedure of the Russian Federation, the competence of the district court includes the resolution of all disputes not imposed by law on the supreme courts of general jurisdiction of the constituent entities of the Russian Federation, on the Supreme Court of the Russian Federation, a magistrate, on the system of military courts and specialized courts (if they are regulated by federal legislation).
The district court is empowered to reconsider the pronounced judicial acts on civil, administrative cases on the basis of newly discovered circumstances in the presence of appropriate grounds provided for in Ch. 42 Code of Civil Procedure of the Russian Federation.

Cases referred to the competence of justices of the peace are subject to consideration by district courts, if at a specific judicial site a magistrate is not elected (not appointed) - part 1 of Art. 12 of the Federal Law of December 17, 1998 N 188-FZ "On Justices of the Peace in the Russian Federation".

The District Court also acts as a direct superior instance to check the decisions and rulings of the justices of the peace that have not entered into legal force, in cases of appeal against them by the persons participating in the case.
