Article 21. District Court
1. The district court, within its competence, considers cases as a court of first and second instance and exercises other powers provided for by federal constitutional law.
2. The district court is the directly superior court in relation to justices of the peace acting in the territory of the respective judicial district.
3. The powers, procedure for the formation and activities of the district court are established by federal constitutional law.

Article 34. Competence of a district court
1. The district court considers all criminal, civil and administrative cases as a court of first instance, with the exception of cases referred by federal laws to the jurisdiction of other courts.
2. In cases established by federal law, the district court hears cases of administrative offenses.
3. The district court has the right to apply on the basis of part 4 of Article 125 of the Constitution of the Russian Federation to the Constitutional Court of the Russian Federation with a request on the constitutionality of the law to be applied in a particular case.
4. The district court considers appeals, submissions against decisions of justices of the peace acting in the territory of the respective judicial district.
5. The district court, in accordance with federal law, considers cases on new or newly discovered circumstances.

SMS notifications
In the Belovsky City Court of the Kemerovo Region, it is possible to notify participants in legal proceedings of the date, time and place of the trial in court by sending them SMS messages through a specialized Internet resource. Through SMS notifications, participants in legal proceedings can be notified of the place, date and time of a court session or the performance of certain procedural actions within the framework of criminal, civil or administrative proceedings.
Notification of participants in legal proceedings via SMS notifications is allowed only if the following conditions are met:
- voluntary consent of the participant in legal proceedings to be notified via SMS notifications;
- fixing the fact of sending and delivering an SMS notification to a participant in legal proceedings.
The fact of voluntary consent to receive an SMS notification is confirmed by a receipt, in which, along with the data on the participant in the proceedings and his consent to notification in this way, the mobile phone number to which it will be sent is indicated. A receipt of consent to notification via SMS notifications with a mobile phone number is selected at any stage of the trial when a participant in the proceedings appears in person. The receipt is attached by the court to the case file.
The court without fail ensures the fixation of the facts of sending and delivery to the subscriber of an SMS notification with notification of the place, date and time of the court session or the performance of a separate procedural action. The fact of sending and delivering an SMS notification is confirmed by a report on the sending/delivery of an SMS notification (information about the subscriber, the date and time of sending the SMS notification, the text of the sent SMS notification with a mobile phone number, the date and time of delivery of the SMS notification to the participant in the proceedings), which is printed on paper, signed by the person responsible for preparing the texts of SMS notifications, and attached to the case file.

Requisites for the payment of bail and measures to secure a civil claim
In accordance with the provisions on securing a claim established by Chapter 13 of the Civil Procedure Code of the Russian Federation, as well as in accordance with Article 106 of the Criminal Procedure Code of the Code of the Russian Federation, when bail is chosen as a measure of restraint in a criminal case, individuals or legal entities transfer funds to the temporary disposal of a budgetary organization.
