Judge Yulia V. Bykova. Brief biography of the judge: Federal Judge of the Nerchinsk District Court Yulia V. Bykova was born on July 08, 1981 in Krasnoyarsk. In 1982, the family moved to a permanent place of residence in the city of Nerchinsk, Chita Region. After graduating from school, she entered the Chita College of Industry Technologies and Business, majoring in jurisprudence for full-time education. In 2000 she graduated from a technical school with honors and in the same year entered the correspondence department of the Chita Technical University with a degree in jurisprudence. After graduating from the university in 2006, she was qualified as a lawyer. She began her career on October 05, 2000 in the Nerchinsk apartment and maintenance department as a secretary-clerk. From 2001 to 2007 she worked as a leading legal adviser in the State institution of the Pension Fund of the Russian Federation in the Nerchinsk region. In 2007, she was admitted to the Nerchinsk District Court of the Chita Region as an assistant judge.

Powers of the court
Competence of the district court
1. The district court considers all criminal, civil and administrative cases as a court of first instance, with the exception of cases referred by federal laws to the jurisdiction of other courts.
2. In cases established by federal law, the district court hears cases of administrative offenses.
3. The district court has the right to apply on the basis of part 4 of Article 125 of the Constitution of the Russian Federation to the Constitutional Court of the Russian Federation with a request on the constitutionality of the law to be applied in a particular case.
4. The district court considers appeals, submissions against decisions of justices of the peace acting in the territory of the respective judicial district.
5. The district court, in accordance with federal law, considers cases on new or newly discovered circumstances.
