Reception of citizens
Reception of citizens is carried out daily during the whole working day.
In the Reception Room (office No. 11, located on the 1st floor), citizens are received (statements of claim, administrative claims) in accordance with the schedule of reception of citizens approved by the chairman of the court throughout the working day.
In the general department (room No. 11, located on the 1st floor), the department for ensuring legal proceedings in civil cases (room No. 12, located on the 1st floor), the department for ensuring legal proceedings in criminal cases (room No. 13, located on the 1st floor) , the archive of the court (office No. 16, located on the 1st floor) receives citizens (written applications, appeals, as well as documents on specific court cases, complaints against the actions of judges, employees of the court apparatus, appeals (private) complaints, presentations) daily (except weekends and holidays) during the whole working day:
Monday - Thursday: from 08-25 h. until 13:00 hrs. , from 14-00 h. until 18:00
Friday: from 08-20 h. until 14:00 hrs. (without lunch)
Reception of citizens is carried out without prior appointment in the order of priority of treatment.
At the reception, a citizen (representative) presents a document proving his identity, as well as a document confirming the corresponding authority of the representative.
Reception of citizens by the chairman of the court is conducted every Friday from 09:00 am. until 10:00 a.m. (office 27), deputy chairman of the court - every Thursday from 09:00 am. until 10:00 a.m. (room 21).

COVID-19
From 16.11.2021 until further notice:
- Personal reception of citizens has been suspended.
- Restricted access to the court building of persons who are not participants in trials.
- Reception of documents is carried out by postal service, or through the section "Submission of procedural documents in electronic form".
- Visitors to the court with signs of illness and (or) elevated body temperature are not allowed into the court building.

Participants in court hearings are allowed to enter the courthouse only at the appointed time, for the period of consideration of the case and in the presence of personal respiratory protection equipment (masks, respirators)

Powers of the Court
The District Court, within its competence, considers cases as a court of first and second instance and exercises other powers provided for by federal constitutional law.
A district court is a directly superior court in relation to justices of the peace acting in the territory of the respective judicial district.
The District Court of the Russian Federation considers, as a first instance, civil cases under the jurisdiction of the courts, with the exception of cases provided for by Articles 23, 25, 26 and 27 of the Civil Procedure Code of the Russian Federation. Reconsideration on the basis of newly discovered circumstances of civil cases, in which the same court had already issued a judgment.
The District Court has jurisdiction over criminal cases on all crimes, with the exception of criminal cases specified in parts one (in terms of the cognizance of criminal cases to a justice of the peace), three and four of Article 31 of the Code of Criminal Procedure of the Russian Federation.
Cases on administrative offenses, which are indicated in parts 1 and 2 of Art. 23. 1 of the Code of Administrative Offenses of the Russian Federation and the proceedings on which are carried out in the form of an administrative investigation, as well as cases of administrative offenses entailing administrative expulsion from the Russian Federation, administrative suspension of activities or disqualification of persons replacing positions of the federal state civil service, positions of the state civil service of a constituent entity of the Russian Federation Federations, positions of municipal service, are considered by judges of district courts.
