Territorial jurisdiction
Based on Federal Law of September 23, 2004 No. 258-extraoch. -OZ "On the Status and Boundaries of the Territories of Municipal Formations in the Arkhangelsk Region", since December 31, 2009, the jurisdiction of the Vinogradovsky District Court extends to the territory of two municipal districts of the Arkhangelsk Region: "Vinogradovsky Municipal District" and "Shenkursky Municipal District".
The court operates in 2 buildings:
- Base court - Arkhangelsk region, Vinogradovsky district, Bereznik settlement;
- Permanent judicial presence - Arkhangelsk region, Shenkurskiy district, Shenkursk
In the permanent judicial presence of the Vinogradovskiy district court in Shenkursk, all civil, criminal cases, cases of administrative offenses that until December 31, 2009 fell under the jurisdiction of the Shenkurskiy District Court. Thus, in the city of Shenkursk, criminal cases and administrative cases on crimes and offenses committed on the territory of the Shenkursk region are considered.
In the order of civil proceedings in the city of Shenkursk, claims (statements) are filed and considered against citizens and organizations located on the territory of the Shenkursk region.
In addition, in the city of Shenkursk, all cases are considered on complaints against court decisions of the magistrate of the judicial sector No. 2 of the Vinogradovsky judicial region.

Powers of the court
In accordance with Art. 21 of the Federal Constitutional Law of December 31, 1996 No. 1-FKZ "On the judicial system of the Russian Federation":
The District Court, within its competence, considers cases as a court of first and second instance and exercises other powers provided for by federal constitutional law. The District Court is the immediately higher judicial instance in relation to justices of the peace acting in the territory of the respective judicial district.
The powers, procedure for the formation and activities of the district court are established by federal constitutional law.
The District Court is the basic unit of the judicial system, considering the bulk of cases at first instance. In the order of Art. 24 Code of Civil Procedure of the Russian Federation, Art. 31 of the Code of Criminal Procedure of the Russian Federation, the competence of the district court includes the resolution of all disputes that are not assigned by law to the supreme courts of general jurisdiction of the constituent entities of the Russian Federation, to the Supreme Court of the Russian Federation, the magistrate, to the system of military courts.
The District Court acts as an appellate court (court of second instance) for judgments passed by the magistrate.

SMS notifications of participants in court sessions
SMS notifications of Vinogradovskiy District Court are carried out in accordance with with the Regulations "Organization of SMS notifications of participants in court hearings" only with the consent of the participant in the process, that is, on a voluntary basis. The consent, as well as the mobile phone number to which the SMS message will be sent, is found out from the plaintiff, the private prosecutor - when submitting an application to the court; from other participants in criminal, civil and administrative proceedings - when appearing at a court session (or during a conversation, when preparing a case).
