Powers of the Court

The District Court is the basic link of the judicial system, considering the bulk of cases in the first instance. In the order of Art. 24 Code of Civil Procedure of the Russian Federation, Art. 31 of the Code of Criminal Procedure of the Russian Federation, the competence of the district court includes the resolution of all disputes not imposed by law on the supreme courts of general jurisdiction of the constituent entities of the Russian Federation, on the Supreme Court of the Russian Federation, a magistrate, on the system of military courts and specialized courts (if they are regulated by federal legislation).
The district court is empowered to reconsider the pronounced judicial acts on civil, administrative cases on the basis of newly discovered circumstances in the presence of appropriate grounds provided for in Ch. 42 Code of Civil Procedure of the Russian Federation.
The District Court acts as an appellate court (court of second instance) for judgments passed by the magistrate.
Since a district court belongs to federal courts of general jurisdiction, its powers are determined by federal legislation and are not subject to "clarification" by the legislation of a subject of the Russian Federation.
