The powers of the district court are determined by article 21 of the Federal Constitutional Law of the Russian Federation No. 1-FKZ of 31. 12. 1996 "On the judicial system of the Russian Federation":
1. The district court, within the limits of its competence, considers cases as a court of first and second instance and exercises other powers provided for by federal constitutional law.
