Based on Art. 34 FKZ dated 07.02.2011 N 1-FKZ (revised from 01.12.2012) "On courts of general jurisdiction in the Russian Federation"
1. The District Court considers all criminal, civil and administrative cases as a court of first instance, with the exception of cases referred by federal laws to the jurisdiction of other courts.
2. In the cases established by federal law, the district court hears cases of administrative offenses.
3. On the basis of Part 4 of Article 125 of the Constitution of the Russian Federation, a district court has the right to apply to the Constitutional Court of the Russian Federation with a request for the constitutionality of a law to be applied in a specific case.
4. The district court hears appeals, submissions against decisions of justices of the peace acting in the territory of the respective judicial region.
5. The district court, in accordance with federal law, considers cases on new or newly discovered circumstances.

In accordance with the Resolution of the Plenum of the Supreme Court of the Russian Federation No. 3 dated February 9, 2012, the Regulations for the organization of notifications of participants in legal proceedings by means of SMS messages, approved by the Order of the Board of Directors under the Armed Forces of the Russian Federation of 25.12.2013 No. 257, as additional means of communication for notification participants of court hearings about the place, date and time of the consideration of the case in the Kuibyshevsky District Court of Samara, the procedure for notifying the participants in proceedings in civil, criminal cases and cases of administrative offenses by SMS messages is used, as an alternative to mail notifications.
Information about the time and place of the next hearing by means of an SMS message can be received by each participant in the process, having previously filled out a receipt form indicating the last name, first name, patronymic and mobile phone number. The service is voluntary and free of charge, profitable and convenient for both the court and the parties to the case. This type of notice has many advantages over other types of court notices. Firstly, they should include savings in working time and budgetary funds, and secondly, the high speed of delivery allows you to send a message directly to the phone of a participant in a case without intermediaries.
In accordance with the Regulations on the Reception Office in the Kuibyshevsky District Court of Samara, approved by the chairman of the court on 08.08.2014, a receipt confirming the consent of the participant in the proceedings to receive SMS notifications in civil cases is selected by the assistant judges from citizens at receiving applications. Further, at the first appearance of the parties at the hearing, when preparing the case for the hearing, etc., a receipt from other participants in the process is also selected by the judges.
