Powers of the Gainsky District Court of the Perm Territory
The powers of the District Court are determined by Article 21 of the Federal Constitutional Law of the Russian Federation of December 31, 1996 No. 1-FKZ "On the judicial system of the Russian Federation ":
1. The district court, within the limits of its competence, considers cases as a court of first and second instance and exercises other powers provided for by federal constitutional law.
2. The District Court is the immediately higher judicial instance in relation to justices of the peace acting in the territory of the respective judicial district.
3. The powers, procedure for the formation and activities of a district court are established by federal constitutional law.
The competence of the district court is determined by article 34 of the Federal Constitutional Law dated 07. 02. 2011 No. 1-FKZ "On courts of general jurisdiction".
Article 34. Competence of the District Court
1. The District Court considers all criminal, civil and administrative cases as a court of first instance, with the exception of cases referred by federal laws to the jurisdiction of other courts.
2. In the cases established by federal law, the district court hears cases of administrative offenses.
3. On the basis of part 4 of Article 125 of the Constitution of the Russian Federation, a district court has the right to apply to the Constitutional Court of the Russian Federation with a request on the constitutionality of a law to be applied in a specific case.
4. The district court hears appeals, submissions against the decisions of justices of the peace, acting in the territory of the respective judicial region.
5. The district court, in accordance with federal law, considers cases on new or newly discovered circumstances.

Court hours

The President of the Court receives visitors on personal matters every Wednesday from 10 to 17 o'clock.
The office of the court carries out the reception of citizens according to the working hours of the court.

Gainskiy District Court informs that according to the Order of Gainskiy District Court No. 15-OD dated 01.10.2021 “On suspension of personal reception citizens in the Gainsky District Court of the Perm Territory "from October 1, 2021, until the special location of the chairman of the Gainsky District Court, the personal reception of citizens has been suspended.
Only participants in the proceedings are admitted to the court.
Documents addressed to the court can only be submitted through the electronic Internet reception of the court or by mail in Russia.

The section "Citizens' Appeals" does not provide an opportunity to ask questions related to the work of the court, leave comments, comments and suggestions within the framework of the Federal Law No. 59-FZ dated May 2, 2006 "On the procedure for consideration citizens' appeals ".
Submission of documents in electronic form by sending procedural documents to the e-mail of the court, the possibility of filing complaints against decisions in cases of administrative offenses in electronic form is not provided.
The entrance to the courthouse is carried out only in personal protective equipment: medical masks and gloves.
