Consideration at first instance of the following categories of cases:
a) criminal cases, with the exception of cases referred to the Code of Criminal Procedure of the Russian Federation to the jurisdiction of higher courts;
b) civil cases, with the exception of cases that are considered by justices of the peace, military and other courts (Articles 113, 114_1 -116 Code of Civil Procedure of the RSFSR).
