Video-conferencing
Video-conferencing (abbreviated name VKS) is a method of carrying out procedural actions provided for by law, using software and hardware tools for transmitting audio and video information over channels communication with one or more subscribers.
Today, one of the most pressing problems for the judicial system of the Russian Federation is the transportation of convicts in custody to the courthouse for subsequent court hearings. An effective way to solve this problem is the use of a videoconferencing system between the court and the place of detention of the convict. The use of videoconferencing technology does not contradict the law and is regulated by Article 376 of the Code of Criminal Procedure of the Russian Federation. Therefore, one of the leading areas of automation of the judicial system of the Russian Federation is the construction of a video-conferencing system between courts and pre-trial detention centers.
The proposed solution allows to ensure the transmission of sound and images with a high level of quality, thereby creating the effect of the presence of the convict in the court session and providing the opportunity for interactive participation in it, reducing the cost of transporting convicts, increasing security and reducing the time for consideration of cases. Modern technologies in the field of multimedia communication allow the collective exchange of audio, video and other digital information.
In addition, according to part 4 of Art. 240 of the Code of Criminal Procedure of the Russian Federation, the witness and the victim may be interrogated by the court by using videoconferencing systems.
Thus, in the event of a permanent or prolonged stay of a witness (victim) in the territory of another subject of the Russian Federation and the impossibility of his arrival in the region where the criminal case is being considered in the court of first instance, the court considering the criminal case, if necessary, may decide on interrogation of a witness (victim) by using videoconferencing systems.
In the Samara Garrison Military Court, videoconferencing has been operating since January 2014, since then courtroom No. 1 has been equipped with a videoconferencing system.
When organizing video-conferencing sessions, it is necessary to take into account the time difference between the cities of Russia and Moscow. So, the time difference between the cities of Moscow and Samara is 1 hour (+1 Samara).
