Yuri Alexandrovich Ryabtsov was born on February 24, 1953 in the village. Beinorishkis Dotnuvskogo district of the Lithuanian SSR.
In 2008, 2012, 2016 at the VII, VIII and IX All-Russian congresses of judges he was elected a member of the Council of Judges of the Russian Federation, since 2016 he is a member of the Presidium of the Council of Judges of the Russian Federation and the chairman of the Disciplinary Commission.
